It all started with this tweet of the only Nationalist Mr Swamy, calling the Indian Fishermen killed as "Indian Dogs" though with Quotation Mark, he supplemented saying since it is within Quotes it defines an entirely different meaning?

The Italian tanker recklessly fired at "Indian dogs" in fishing boat just 11 kms of our coast. 9 of 11 of the fishermen were visibly asleep.
