BJP was hiding behind the Federalism (encroachment of Centre into the State Law and Order) actually BJP opposed this only becausce it knew that its Proximity with some of the Outlawed from the ABVP and certain Individuals outsted from RSS & Sangh have taken terror as the only possible Solution to protect Hindus??.
