Recap on the Horrific Mumbai attack by Pakistan borne 10 LeT terrorists on this day 26/11 in 2008 entered Mumbai with Weapons and literally seiged the City for 4 days killing about 164 and Injuring over 300 people.. Enough has been written, spoken and debated on this dastardly attack.
What is worse than the attack itself is that the then UPA govt had specific Actionable Intel on a possible terror attack in a "Five Star Hotel" it was admitted by the then NSA MK Narayanan after 5 years. Narayanan admission that Intel Agencies both IB and RAW had repeatedly warned the UPA in anticipating the said attack with even the targets, yet the Congress government chose not to act.
While many Defence analyst calls Hafiz Sayeed and the LeT are non State actors of the Pakistan ISI which is true but those such "Non State Actors" were present in India too lending them a helping hand to mastermind the attack.
Among many such Non State Actors for Pakistan the above 2 stands out in the Carnage with Indirect actions ( but knowingly).
But the biggest theory as per ex RAW Col.RSN Singh is that the whole 26/11 Mumbai attack was to create a bogey of "Hindu Terror" (Hindu Terror Industry - by RSN Singh) which definitely makes more sense had it not been for Tukaram Omble who captured Kasab alive then the narrative of the Attack would have been that of Digvijaya Singh and Hemant Karkare ( who died of faulty Vests- another Scandal of the UPA).
