Left-wing extremists gather their 'revenues' via a complicated network of extortion, threats and narcotic cultivation apart from running drugs and Arms within India, Bangladesh and Nepal.
The required 2000 Odd crore is raised through membership fees, levies, donations, taxes, penalties and wealth confiscated from enemies as prime source.These Money are handled by "Maoist Treasure chest " which Illegally Invests in Real Estate, Stocks through their front ending Representatives under the guise of Human Right Activit, NGO, Lawyers and Writers. The Other Contributors are the PLA (China) and the latest to join the Band Wagon is ISI of Pakistan
Though the role of China is known to most of the Indian Community but what many fail to see through is there is an attempt by both ISI and the Chinese Agencies to create an Integrated Network between Naxals, Maoists, ULFA, MIM and various outfits of the D-company to bring out Precise and coordinated attack across India.
What is more baffling is the States inspite of repeated persuasion by the Home Ministry they fail to see it rather they tend to take Head on with the Centre by not implementing NCTC, which they think is an abuse of Power by the Centre. Every Non Congress CM does want to take this Opportunity to either take a dig at Centre or to consolidate him/her to the National Politics. Little do they realize the quantum of threat that is looming large at their faces.
Epicentre - This War (Naxal/Maoist) or the Red corridor epicentre is Chattisgarh and Westbengal and it spreads as far as Maharastra in the west.
Complicity is been the name of the Game when it comes to Naxals/Maoist terror in the state of Chattisgarh, West Bengal, Odissa and Andhra Pradesh.
The Respective Government are more reactive than Proactive when it comes down to hostage situation! I wonder why they dont they take a leaf out of TN?

In Tamil Nadu during the Previous regime of Jayalalitha she never took her foot off the Gas in curbing a very small units of Naxals operating in the thick forest of Tamil Nadu Border, she went a step ahead by implementing guerilla warfare training programme in the seven districts falling under the Central Zone. The commandos of the elite STF provided specialised training such as (1) sophisticated arms training (2) combing operations in reserve forests (3) setting up of temporary tents and bunkers to the State cops. This this exercise has been routine since then.

- 1989 Rubaiya the daughter of Mufti Mohammad Sayeed, the then Home minister of India in the V. P. Singh government was kidnapped by JKLF was held as hostage in exchange of deadly terrorists. The Govt succumbed and released Sheikh Abdul Hameed, Ghulam Nabi Butt, Noor Muhammad Kalwal; Muhammed Altaf; and Javed Ahmed Zargar a Pakistani citizen. The Price India paid was so heavy some of the released Terrorist were responsible for many Bombings not only killing Security Personal but also many Innocent civilians.

Green Hunt
I dont hold any breif either to UPA-II or P.Chidambaram yet it is True that Chidambaram's Excellent "Operation Green Hunt" can be implemented with fruitful result only if there is total coordination from all the State Govt that are infested with Red Corridor terror. As per the Operation Central Govt will deploy close to thirty thousand troops to the Naxal hit areas,, six (or more) Mi-17 choppers will provide air support (with special forces GUARDS on board), a special forces school and a brigade HQ to be set up in Chhattisgarh (add to this the local state forces and specialized anti Naxal forces who will join in) The Home Minister might not want to admit it but yes it looks like a War.

The Episode in Odissa clearly exposed the State lacked both Political will and Crisis Management! High time CM's like Naveen Patnaik come down from the Pedestal of Moral High ground and look at the reality in Co-ordinating with the Centre to have NCTC in place and give full cooperation to the "Operation Green Hunt" so that the Naxls/Maoist Movement be eliminated before it takes a huge toll on us!
